so assume you would not be able to use the Apps, etc. for this unit they used to provide but only work as a damb charger

If your EV have programmable charging on your car side, I believe dumb charger would be OK.
Yes, there is some risk to get this cheap but I think the original Italian built quality might be ok and if the App still work even there would not any update, it might be a great deal.
