They aren't, even though there are two toners, they can be used together. In fact, if your skin isn't used to AHA, the barrier toner is good to apply with it.
The steps I'd recommend:
1. Cleanse (I like gentle milky or oil cleansers)
2. Toners. I'd apply the AHA/BHA first, and then the barrier toner, but you can do the opposite if you experience stinging.
3. Peptide serum
4. Moisturizer of your choice
AHA stands for alpha hydroxy acid, I'm not sure which one or ones specifically, but lactic and glycolic are common. They are excellent chemical exfoliators and increase cell turnover as well as help treat acne. They are real skincare powerhouses with multiple benefits. BHA is salicylic acid, which helps break down sebum in your pores to prevent blackheads.
