It's not a huge jump if you're already running a 7600, but if you're running a 5000 series it can be worth the extra $ to go with the 9600 vs. the 7600, especially since you'll need a new board, and I've seen more bundle deals with the 9600 than with the 7600. What you're using it for can also make a difference, e.g., it gets top rating at Tom's for P/Shop.

So if I have the Ryzen 5 5600X, I should upgrade to the 9600?

Not really a matter of should, but you could. If you do, you'd have to upgrade your motherboard and ram as well. 5600x is AM4/DDR4, and 9600x is AM5/DDR5.
