Get yourself an Anne. Anne keeps a copy of all of that day's coupons next to the register and scans anything she recognizes as being in a coupon. Anne has saved me probably hundreds.

Can I just go to harbor freight and use 4 coupons up to the max by showing it to them on my phone? Do I need to print them out/separate orders, etc.

Just went, took advantage of the sale but they had a sign on the front door stating that you must have a printed form or phone screenshot of the extended sale you wanted so they can scan the barcode. So make sure to have that organized before going. I had the product page on my phone and they just scanned that.

Is this a pretty regular sale price on the 3 Ton Floor Jack with RAPID PUMP, Slate Gray - @ $90? I need one but not for another 9 months. So can I wait for another sale?

Yes. That one comes up at the sale price fairly regularly from what I can recall.

I would venture a guess that Anne is a clerk at the store who goes beyond just scanning the barcode. Some employees will do what they can to save you money.
