Everyone says oh wow. I think Snake Eater 3DS was the inflection point. Sure, there was shooting, but even in the Wii U era Nintendo stepped in.

The final pull of that trigger was Nintendo saying "well, we allowed that, so..."

There was no going back after that. It took Hideo Kojima to end Nintendo censorship.
