"Carry on" is literally in the title. For most airlines carry on and personal item are different. Unless you are flying Frontier, Spirit or other budget airlines.

This is great for a personal item then. With a bag like this, it would be fairly easy to squish down the extra 2 inches into the sizer, if needed. I just did similiar on a low cost carrier. Put something at the top that is easy to pull out and wear if they actually check.
