I ordered a couple cheap Govee bulbs off their site for a small project with PayPal and I haven't gotten any points a few hours later. I'll try again in the next few days with a GC because I'll spend it even if it still doesn't work.

EDIT: I just bought a $10 Target gift card and got the email for 1000 points. Maybe some sites don't work or something?

Finally worked for me. After clicking through the OP link, I logged in with my primary email and never got the offer to show up to save. Tried several times and used different browsers (Edge and Firefox). Tried again using OP link and used one of my secondary emails to sign in to my account using Edge and the offer worked fine.

Are you sure about that? I decided to finally grab Stray on Game Billet for $13.39 USD but on PayPal it showed up as £10.37 GBP and not seeing any points yet.
