Is this a "game" at all? I liked the style and wanted to buy it, but even watching trailers and play-throughs, it looks like it's just story based, possibly choosing a text prompt once in a while?

Pretty much - I'd call it an interactive visual novel, definitely still a game though

Visual novel is a type of game and some of them are really fun to play, I played Ace Attorney and definitely enjoyed every bit.
But yes generally you choose a text prompt every once in a while, some maybe QTE, force you to think quickly.
