Oh yes they are.

Non-inverters are on and off machines. They always draw the maximum current. Either they are on or off. Every time the compressor turns on, it also affects other appliances because they have to use huge current to kick start the compressor. They maintain the desired temperature by turning off and on. No way to tell the compressor to just run at 25% to maintain desired temperature.

On the other hand, the inverter compressor versions is adjustable. It can draw as low as 100w just to maintain the desired temperature setting. I have this AC but with heater and by average, it draws 200-400w blowing just the right amount of cold air. If it's too hot, or you put it to maximum compressor speed and full fan speed, it can draw up to 1300w.
Yes I bought it and the sound noise is great. Sounds just like a fan. Night and day compared to my standard single hose condenser unit

It is a dual hose unit. The two hoses are packaged in a single, larger hose. I've got one of these units and had to use it in the bedroom last night in fact. One thing to note is that they are quite large, so be aware of that.

In addition to one of these dual hose portables, I've got 8k btu and 12kbtu Midea U-shaped air conditioners. I'm in South Texas, so it can get somewhat humid. I haven't noticed any mold , though the outside half of the units will collect condensation. Some people drill holes, but I just fold a paper towel into a 2" x 6" strip and tuck one of the narrow ends between the frame and the fins so that it touches the water. I let the other end of the paper towel dangle and let capillary action wick the excess water away, where it drips onto the ground (or a plant) below.

This. I think I've got the 10,000 btu version of this, and checking Home Assistant just now, the AC spiked twice last night to 1000W, but for the most part used about 220-300W to maintain 73F overnight.

That's a perfect case scenario and the time a single hose unit is fine as it's not the main source of cooling. A single hose will always, by design, create a negative affect in a room as you're passing some conditioned air over the condenser and exhausting it out side. A dual hose uses outside air only exactly like your central air so keeping the room your cool is faster and more efficient as you're not dumping cool air outside. I have two single portable AC single hose units I use in two upstairs rooms in the summer and have central air. I used to have to set my central air lower to help cool the rooms. I now leave it at 73-74⁰ and use the portable single hose units in the rooms upstairs. They are ok if not your main source of cooling and work well and won't run forever.

The best choice by far though is a window mounted unit as it will be much more efficient then a single or dual hose unit if you can mount one of those and it's also much quieter as the compressor and condenser fan aren't in your room and located outside. The U shaped ones are best for sound.

Since these are dual hose, can I expect the same cooling power as a 12k window unit, or will the portables always have lower output by their nature?

I have the Midea Duo Heater version of this thing. The cool and heat is awesome, but the evaporative thing never worked so i had to rig up a separate pump to rid of the condensation. There was also negative pressure issue which caused high humidity. There is also mold issues on it so don't just shut it off. Run it on fan mode until everything dries out or just do cool/fan as opposed to shutting it off. This also happened to the U window units.

edit: I am a glutton for punishment so i bought one of these for the upcoming summer months. Hope it works!

This is a dual hose unit, I own one. The hose is very thick and has two hoses in one. It of course has to be vented to an outside wall/window.
