Best VR for PC is subjective. but it's arguably the BigScreen Beyond 2 that recently released (shipping in June for new orders) or the Meganex Superlight. The PSVR2 is a good unit to use on the ps5 but it's not a plug and play ordeal when using it with Steam (there are occasional bugs to deal with). If it was an easy plug and play thing, the PSVR2 would have been the unit I buy since it's OLED and has a decent Binocular overlap.
I just got the PSVR2 on the Dell deal. For the price I paid, I'm happy with it. The handshake issues suck, especially when you're short on time. But once you get it figured out, and know when to power on stuff, it looks good. Beat Saber and HL:A have been great

It is cheap for reasons. It launched 6 years ago and is equipped with SD 835 CPU inside.

If I got it working like you do, I'd find a way to block autoupdates. people on youtube who have played PSVR2 on steam had issues once stuff updates automatically where connections and handshakes just break and you got to wait for another update.

I just want a cheap, but effective, headset for watching movies from my iPad/iPhone in a room where no one else wants to watch what I'm watching. Will this work? I'll hang up and listen on air.

Will this work for only video playback and VR P@rn.
Does it have any local storage?

I just needed something to review and inspect 360 images and videos. Don't expect to do anything else. The HTC platform is a graveyard, and most of everything won't work. no youtube app and you can watch movies but you better upload then using a SD card.

I just want to be able to stream. If support is dead, does it still allow that?

Even though it's got AMOLED, the refresh rate is 75 fps. Quest 2 is 90 fps to 120 fps. This HTC VIVE Focus Plus VR's FOV is wider at 110 degrees vs Quest 2's 90 degrees though.

I'm pretty big into VR. Owned many different headsets. This one is sort of a stinker based just on the specs IMO. A used Quest 2 for ~$100 is pretty easy to pick up for me locally, YMMV, and would for most people be a far superior choice for about $35 more than this thing. Quest 2 is a mass marketed, widely deployed system with plenty of accessories and tons of game. It has a higher resolution display, better processor, much better controllers and tracking... I mean there's just a long list that I'm not going to try to type... at best this HTC is a Suzuki compared to a Subaru or a ONN brand TV compared to a Sony.
If the nearest competitor was $200 there might be a place for this but if you have a robust used market near you with Quest 2's available... I think you would have fewer regrets and a good deal more use out of one of those vs one of these.
Even as a collector sort of geek this wouldn't even make it on a display shelf for me...

In for 1.
I get motion sick in some regular games, so I'm not expecting to get the best experience out of it. Mostly looking forward to trying out movies in VR.

I did a little bit of research (I already ordered them)
It seems you can stream PC games to it if you have an AMD graphics card, you just need to use ReLive and sideload the ReLive app
I don't have it yet so can't confirm, will definitely be giving it a shot when it comes in.

It still has Firefox VR, so there's a way to do it even if you have to use Plex in the browser.

Side loading is also an option for apps that can't be downloaded natively and Side Quest works with it.

For connecting to a PC, ALVR supposedly works for free.

Why? You just replace the gasket for $20. Otherwise just cleaning it and then using it is more hygienic than sharing one with a friend that you didn't clean in between.
Just trying to save people some money.
When you go to Disneyland, the hand rails on each ride aren't wiped down and that seems to be fine for millions of people.
