Update…I received it today and it's a nice ladder but it is a heavy little sucker.

The maximum reach height for this ladder is rated at 8 ft, which is a value that assumes that the person using the ladder is 5'6" and can reach another 12" above their head. Therefore, 8' - (5'6" + 12") = 96" - 78" = 18" = 1.5'. That's how high the top of that second step must be.
But then, if you're only stepping up 1.5', why not just use a stool or even a sturdy box? Why mess around with an A-frame? It's both taller and needs a wider footprint than a stool - it's just going to get in your way and may even be less stable than the alternative. An A-frame ladder this short just seems like a silly idea, that's all.

"Highest Standing Level Step Ladder (ft) 1ft 10in"
1ft 10in is only 4" taller than my estimate. 22" instead of 18". A little better but it's still a bit of a head scratcher to me.
