Funny you bring Owon up, I actually have one of them as well, the 200Mhz! For something that enables me to use outside on cars, electrical etc, its awesome and it was affordable. But just as I mentioned in my original post, Owon is a cheap corner cutting company, they don't update or respond for support 99% of the time. They don't have real protections that anyone in their right mind would bet their life on. They use different chips from unknown companies that steal company secrets and IP to copy their products and undercut them. They are not the same and never will be. Still cool device but ya go read more about them, EEVblog has some good disscussion.

Fluke is cat 3 true rms. Harbor freight is cat ? And would probably cause an arc flash at some point. I'm not sure what use case the harbor freight would have besides low voltage situations. I would never trust a reading off the hf meter. But all I own and trust are fluke meters, and fluke leads cost more that the Cracker Jack box meter you linked to

Since we're dropping names, I have positive experience with UNI-T. A real company, not Fluke quality but pretty close. Decent prices. The UT210e model I have has been flawless.

As far as the Chinese copy caters go, UNI-T has made themselves a "normal brand" in US terms. You get support, firmware updates, warrantee etc. They are also more expensive. So it's all what you need, everyone finding a place in the market with their little niche. I have almost bought some of their stuff, never did though.
