It's the delivery option that you have to tip for. Basically those orders require someone to go shopping for you at your local Walmart and bring it to your house (sort of like a Uber / Door Dash).
Interesting thing is some shipping orders end up still being brought to your house via a delivery person in a car anyway, but you don't have to tip for those. They are considered regular shipping.
I will not ever take advantage of this deal again.

At first the In-Home Walmart service sounded attractive (with still just having them deliver to our porch rather than indoors) since they advertise no tipping necessary, but upon looking into it (and reading reviews) the delivery windows are much more limited and fill up, sometimes a day or two out. There are just two 4-5 hour delivery windows to choose from daily - one in the morning and one in the afternoon. No evenings available. And with a somewhat large delivery window I would feel like I'm tied down to the house for too long waiting for the delivery so that I can bring it indoors (I'm not letting a stranger come into my house unattended). Whereas the traditional delivery service offers hourly 2-hour windows starting at 7:00 a.m. and ending at 10:00 p.m., all available same day, with evening slots usually still open if you place your order in the early afternoon. It works quite well.

Maybe reinstall the app or use your phone's LTE. I was able to get it to work using the Android app on Google Pixel 5.

Didn't work for me either. I got the popup after I paid showing $5 Walmart cash pending, but nothing on the account and it's not counting towards the offers.
Used an Android if that matters. Chatting them now.
