Also, your post did not include context, so what do you actually mean? .. For instance, the gym I go to when traveling for work has 20lb max weights, so I do 50 reps on those. When I'm home I choose a weight that I can do 15 reps (per orthopedic medicine literature to prevent injury) ..
I have a genetic disorder that affects my muscles. There was a time where I could only comfortably use 3 pound weights. They helped me to eventually build up to using 20 pound weights, but I had to start small. I've also seen senior citizens, people recovering from injuries, and children, that also use light weights like this.
