I'd say the 406H is a much better choice for most people due to the 4:3 aspect ratio.
And if you really want 1:1 for GB/GBC/Pico8, then you will be totally fine with the much cheaper CubeXX. I bought the CubeXX for around $50, and at that price, it makes sense to have a 1:1 device
The cube is an odd device with a powerful chipset, but a 1:1 display that isn't great for any system that actually uses that aspect ratio. For PS2, GameCube etc, you want 4:3.

i got it for my kid and she likes it. while i agree with the other commenter that the screen is likely too small compare to the systems it can emulate, the form factor is perfect for my child, and she can play the gamecube games that i used to play Smilie the 406h is only slightly bigger and will be a better choice for most people.

Agreed, and I would also note that the RG406v also goes on steeper sales than the RG406h and has the same improved hall sensor sticks and better aspect ratio (that the RGCUBE does not have).
That being said, I own this device and at this price point it is a pretty great compact setup for playing 3DS with both screens displayed (the RGCUBExx will only play original DS), although a few games may stutter at times. There is another sale starting tomorrow so the price may drop a bit more, too (I got it for $98 a few weeks ago using the coin store + coupons during the Anniversary Sale, so be sure to check the coins page).
