9700X and 9600X both got updated AMD firmware to boost TDP to 105 and evidently there was some Windows update microcode weirdness. There's a few videos of the 9700X pushing close to the 7800X3d. https://www.youtube.com/watch?v=HqxixyI12GE

I heard that win11 would work on almost all win10 PCs if you install from disc. Any specific reasons for you to build a new PC because of this changeover?

To install official Win11 "from disc" or USB you need to meet certain requirements that cannot be bypassed (without modifying/"hacking" the installer).
The two primary limitations people with Win10 will run into are CPU and TPM.
Intel CPU I know is 8th gen or newer
TPM must be present and v2.0. Older 1.2 or no TPM not approved.

I've heard rumors of the TPM requirement might be waved and even some newer systems didn't come with TPM... but not gonna look it up, just say I think I read somewhere sometime....

With all that said.... I modified a Win11 installer and upgraded an OLD Intel i3 4th gen laptop from Win10 64bit to Win11. Zero issues, all laptop functions and overlays work.
It was laggy... but turned off a bunch of eye candy and laptop works just fine.
Not bad for a 12yr old laptop. (has 12GB RAM, 500GB SSD)

It does have integrated graphics, if you are not a gamer then it will be fine for everyday tasks.

Was just about to say this, that is an old review before AMD released those fixes to motherboard manufacturers and also before Microsoft released other fixed to windows like you just called out.

FYI
The CPU Cooler is not included. Would be nice if it were but looks like a great CPU regardless.

I feel if you build PCs regularly you must have a cooler lying around and if it's your first time, spending 50-100$ on a really good, quiet Noctua or some all in one is a very wise long term investment.
