I built a set several years ago. They went together fast and flew well. These are small rockets, using the tiny engines. They will still get up there and get stuck in trees. I found a streamer to be a better recovery than included parachutes for grassy fields.

What are you using for a streamer? Just Orange or red plastic?
What seems to work best is the paper that those waxy envelopes are made from. I think it came from used USPS envelopes like the flat rate ones and such.
