It can be, but generally not for PLA. Maybe CF PLA. Rainbow PLA is generally a bit more than standard, but this seems a bit high even with the four variations.

250g spools are usually a bit more expensive. The trade off is you don't end up with tons of a color around that you rarely use—like I don't use much brown so a 250g spool of that will last me a year or more.

That is true to an extent. On many of the rainbow prints in order to get the full rainbow effect, it has to be a larger print, often more than 250g (I.e. The castle I printed for my daughter). Many rainbow filaments only change colors after every "x" amount of filament used. Rainbow filament is a bit different than an obscure color (imo, brown isn't that obscure).

I haven't used Sunlu rainbow filament, so I can't say for sure, but I'd guess on the photos of the flowers on the Amazon listing, you likely wouldn't get the full rainbow effect like the pictures show

I second this. I have a few rolls from Creality and for the best effects I either have to print big/heavy or time time a print really close to the actual color transition to get more than one color with only a slight fade.

Don't get me wrong, the fades from yellow to orange and red look awesome for fire pokemon, but it took me a lot of trying to figure out how not to end up with just a yellow Vulpix. Meaning, you probably want a whole roll if you're not familiar enough with it.
