If I was looking for a desktop right now I'd buy this in a heartbeat
It's close to a 4060 in performance
Long story short, yes it's great, especially for 1080p. It should handle a lot of 1440p as well but temper your expectations. It was designed to be a very competent value/budget GPU (starting MSRP of $250 but good luck finding it). It had a ton of praises/great reviews when it came out.

Seems decent, but can anyone speak on if the GPU can be upgraded later?

Building a new PC is way more expensive nowadays cause buying a GPU at MSRP is a challenge in itself!! So dumb..

GPU is a completely separate component so yes it can be upgraded, assuming the PSU can handle the power requirements of the new GPU.

Generally speaking, you can reduce fan noise by turning down the fan curve in the BIOS and/or replace the existing fans with quieter ones from Noctua, Be Quiet, etc. (and also using fewer, high quality fans versus many cheaper ones).
I wouldn't let noise be the deciding factor in buying a full desktop PC (I can understand for mini PCs though).

Exceeds rasterized performance of the 4060 and has the more and more useful need of 4gb additional vram.

This GPU is great for 1080p, and works good for 1440p, but definitely not good for 4k gaming (for recent / future games).

Seems like a good deal, but the bold part concerns me. One review for RTX 4060 version received Integrated AMD Radeon R4. No reviews for op's version though so i don't know what to think.
It's been a while since i bought prebuilt, is it common to have part substitutions?

Isn't the Model GXi2000CSTV2 at costco a better deal? I5-14400F, RTX 4070. 2 TB NVME and 32GB DDR5 for 999.99?
Edit: Ah. Looks like some bad reviews coming in on the costco one.

It's actually a 4060 not 4070 or would be a killer deal.

I was wondering the same thing may be worth a try with Costco's return policy.
