that is the stupidest reason to get a less powerful device if the price is the same.
If they're around the same price, I'd cancel the 9600x and get this one. You can always tune this to draw less power, but you cannot tune the 9600x up if you need the performance in the future. 9900x effectively doubles the multicore performance, it's not even close. Also the mobo here is much, much better than the b650 plus. Even if you never use 9900x capabilities, eventually its the resale value will be higher.

Darn, just ordered a 5 9600x, tuf b650 plus and ram for about the same price. I like lower powered cpus because they use less energy and are easier to cool for a quiet machine.

Is this better than some of the Microcenter bundles?

Also, I noticed that the CPU doesn't come with a cooler. I have a 10 yr old processor right now so I'm guessing this is the standard these days that CPU coolers are separate?

How much would this be an overkill for a Plex server + bittorrent client + general PC (video calls, chrome, some MS Office)? I'm trying to get something that I can setup and forget for the next 10 years or so.

Very much. You could build that for half the price AND you could use a CPU with a decent iGPU to cut the costs even more. No need for a dGPU in your case.

For good reason. Only low tier CPUs do because they are too weak to generate too much heat. You don't want a stock cooler with a 9900/9950. You can get a great tower cooler for ~30 bucks.

For a server box? You can do all that with a $120 Intel mini-PC box.

I would stick with Intel CPUs and NVIDIA architecture GPUs for a Plex server. You get transcoding benefits from those architectures that are not available (last time I checked) on AMD. This architecture would be great for a bazzite gaming box though as that distribution of linux has driver support built in for this architecture.
