Even if you never activate cellular, you can still call 911 in the US if you have a signal. That's why I got an SE1 cellular even though I never added a plan.

sure this SE has cellular but then you're paying extra monthly for an additional line and that's also going to eat away more at the battery

Probably the price is included in the monthly payment for their highest tiered plan.
It was $150 on black friday, so no. It's missing features that are on the Apple Watch 7.
Complete standalone with no phone plan? AFAIK, only one, it's called Truphone -- a lot of parents use it for situations where you don't want to associate it with an existing number. Service is a little spotty/delayed but works. $11/mo.
To the best of my knowledge all other plans require existing business with the carrier, and if it's an all-new number you also usually have activation fees on top of it. (Edit: keep reading, a few more companies have added standalone options)

The 9 and 10 battery is not that different from the SE2 battery consumption to make a significant difference.
