This is a good deal. For this price you cant beat the value. Last time these were on sale I purchased 6 of them for my friends and I to take to the lake and enjoy. The fact they come with a paddle, carrying bag, and their own pump for under $100 is very nice. Now these are not the nicest fanciest boards you can buy however they are a few steps above temu/cheap crappy boards that fall apart over time. Have owned mine for 2 years now and taken them out about a dozen times with no issues, certainly worth the money if you use them more than once a year. There are reviews from a few others that say their boards started to peel or fall apart but this company is pretty good about sending replacements from what I've heard. Overall from my personal experience, I highly recommend these boards at this price point.

I run a river that can get quite shallow in spots (inches). When the flow is that low, I either run with just the outer fins or bring a cut-down center fin. Thus, my vote is 3 fins if price is the same.
