If you look into the details, the explosion was caused by a leaky coupler. The individual was storing the main tank, inside, with the valve open. The main 20lb tank exploded from a lit flame + fuel leak. It had zero to do with the 1lb propane cylinder. They are trying to use a different event and situation to prove that refilling 1lb cylinders is dangerous. There's no difference here from someone who had a leaky coupler to their BBQ, kept it open, indoors, then lit a flame.
Furthermore, the article talks about the walls being stressed from 'refilling'. This, too, is using one theory as incorrect proof of another. These cylinders have pressure release valves which fail far, far sooner than the walls would.
This is just more reason why people don't trust the 'experts' anymore.
Now, is it still dangerous? Yes, but here's why. Those valves I mentioned, those are known to get weak over time. If you are responsible, you will check them every time you refill your bottles. But to be clear, the danger is the valve getting weak and leaking, NOT the tank exploding. The danger is in fact the exact opposite, an over-pressure valve failing and leaking.
Refill at your own risk, but lets talk about the real risks, not made up ones.
