If you already subscribe to an annual plan for PIA and want to take advantage of this deal do you need to basically create a whole new account? My plan ends in a couple months and I'm debating just eating those months to get the cheaper price for the next couple of years. Anybody know if I need to create a new account or if I can somehow add this to an existing?

It will extend your current subscription. I've done it twice in the past. You are good to go. See previous deals for PIA and you'll read the same.

Slower than nord? No, not for me. Pia is the fastest I've tried. Can't speak for Proton though.
