For most tasks it'll be fine. Apple Silicon is pretty efficient on memory and especially if you use Safari most of the things you expect to be memory hungry are not actually that bad.

With that said if you know you are the kind to run virtual machines or docker containers or memory hungry pro apps this might not be enough for you. But for the vast majority of people I would say anything over 16GB is plenty of breathing room, below 12GB I would say you can be okay if you're a casual user but you're more likely to see the effects of memory pressure.

As others said, it's not nearly enough to run VMs such as parallels, and if you multitask or edit large files, it's pretty slow. I bought this same exact Mac a few months ago and it's very slow for my work when I keep the mail client and a web browser open at all times; opening other apps on top of those like zoom, PowerPoint, and CAD software slows the system to a crawl. There are plenty of better deals on m3/m4 macs with more ram.
