45Watt CPU - I'd prefer a 15Watt for an always on unit, say the 5825u or 7730u

I bought this in March for $209 (shipped from China) and it's currently operating as my main desktop. Browsing the internet now is pulling 10W from the outlet, with typical workloads taking 20-30W (it's only gone into the 50s a handful of times). My biggest issue is the fan noise. It's nice and quiet below 40°C, but doesn't take much to start spinning the noisy laptop blower. With spikes over 70°C, it sounds like I'm sitting on an airfield with jets taxiing by (luckily no crashes yet).
