I did this bus tour back in January. You get to see a decent amount of the city, but despite what it says on their website you shouldn't plan on it being a "hop on, hop off" experience. There are only a few buses running, and the only departure that will be on time is the first one at Taipei Main Station. Due to traffic, the journey takes much longer than the timetable posted on their website. You best bet is just taking the bus all the way around each loop unless there is someplace you really want to visit. The subway is cheap and goes most places you'd want to visit so its easy circle back to something interesting that you saw along the way.

do you remember the duration of this trip when you say "all the way around each loop"?
did you go on this BOGO promo? if yes, did you buy your tickets ahead of time? website says to present boarding pass at the ticket counter.

The blue loop is supposed to take just over an hour, but it took nearly two hours when I rode around midday. I then rode the red loop to Taipei 101 which took about an hour.

I didn't see a promo when I visited in January. I just paid for my ticket on the bus with an EasyCard. There isn't really a ticket counter - just a person on the bus who takes your ticket and manages the riders so the driver doesn't have to.
