Save your money and get decent quality knives...the decent knives (not even great quality) don't come in a set and aren't so expensive.
If wanting to look at low price but good quality check out Victorinox or Dexter Russell, this goes on sale for $20 at times:

I agree if you were replacing ALL the knives it would cost that much, you are correct there. But a lot of these knives are irrelevant and don't need to be purchased in the first place.
Someone can easily get the quality knives needed for about $50 if looking second hand or waiting for good deals.

Exactly lol. I came to say this. A honing steel like what is in this is used to keep a knife's edge in between sharpening, it will not sharpen the knife.
If you're not in a hurry, buy a couple of decent ones. A chefs knife, a bread knife, a pairing knife (or two). Sure, it won't be $20, but you can buy all of these knives together for $50 or so bucks and use them for a decade or more
