Verizon only uses 3 QCI classes – 7, 8, and 9.
QCI 7 is reserved exclusively for Verizon Frontline customers so this priority level may as well not exist for those of us who aren't first responders.
QCI 8 is given to the business Plus 5G, business Pro 5G, consumer postpaid plans (other than Welcome Unlimited), all of Xfinity Mobile's plans, all of Spectrum Mobile's plans, Lexvor, and MobileX. US Mobile's Warp 5G SIM offers QCI 8 data on 5G devices only. Visible+ has QCI 8 as well until 50GB of LTE/5G Nationwide data is used (5G UW is unlimited QCI 8). Total Wireless' Total 5G Unlimited and Total 5G+ Unlimited plans have unlimited priority data included.
QCI 9 goes to everything else. The Start 5G business plan, branded prepaid besides the Unlimited Plus plan, Visible's base plan, US Mobile Warp 5G when on an LTE only device, Mobi, and all other prepaid companies that use Verizon's network are known to assigned to this QCI. Anyone who uses their premium data bucket on Verizon's brands will be moved to QCI 9.
Other TracFone brands are up in the air. I have gotten reports of priority data (and seen it myself on SafeLink, a TracFone brand) but I've also gotten reports of deprioritized data, complete with screenshots. It seems to be random what people get so if you absolutely require priority data, it might be best to look outside of the TracFone brands.

Note: Visible offers a 15-day free trial to test data prioritization needs for your usage area. Don't port over your number for the trial. Instead, one idea is that you esim the test Visible account, send all the data to that, and run your current number under your existing service, if your phone can do it (for example, no problem with a Pixel 8a, so most of the majors should).
If you need a ton of priority data on verizon, you may be better off with Total Wireless, if the BYOP 50% off promo is active at the time of your switch. US Mobile may be better or worse depending on promos and whether your phone has Verizon 5G.
The best use case for visible basic is that you are fine with depriorized data and an unlimited hotspot with a 5 Mbps speed, instead of 10 or 15 at their higher tiers. Visible is a bit unique in how generous they are with the hotspot data at less expensive price points.

But you do get reception it's just that the visible basic you are prioritized so unless you live in the sticks and don't go shopping in big congested places you shouldn't get visible basic I learned this the hard way I have visible pro plus and it's been great I went to Chicago and was getting better service than my sisters who have the that Verizon top teir plan.
I am not sure why Verizon does this, but they do and people should know about the impact.
ATT and TMO are not as bad because while they still have lower priority plans they do not cordon off blocks of their spectrum/tech to these people so they can traffic manage more effectively and it's not as critical like Verizon to be on priority.

I have been using it since September last year and I am satisfied with the service.
