hard to find real reviews; reddit has a few under one user account (fishy...) and nothing that I could find from GamersNexus or other big / real review sites.
I'd be inclined to focus on the latest ThermalRight offerings if I wanted top performance for bottom dollar. They have some 3 fan (3x120) radiator AIOs for $65 or so to start that are well reviewed (for the entry level) from The Big Sites.

pccooler is a long history pc cooler make in mainland China. This one is a new product of d series besides de, dc and dt360. They were designed little bit conservatively to weigh more on safety rather than performance. I'm using DE360 which comes w/ dual motors to pump water. On 5950x platform, ccd1@45x [email protected], volt 1.2375v. The pack temp under Aida64 fpu stress is 97c while noctua dh14 gen 2 is 104 c. On 13900ks, 5.5/4.5 @ 1.2v, HT off, the temp is 99 c while noctua dh brought me a BSOD. Just my first hand experience for ur reference.
