Chiming in from someone who watches Dell Refurb almost daily. If you need a sub-$300 SFF asap they haven't been around too much lately so might want to grab now. Otherwise if you can wait there have been lower prices for better hardware (more ram, wifi etc).
Rule of thumb for Dell Refurb: If you think "That looks good I'll buy it in a few minutes after I.." then it'll probably be gone so buy right when you see it.
I only occasionally check ebay/Amazon for Optiplex deals so if anyone can suggest a better deal please do.
Those who don't game or edit video can often secure a free or $20 PC on Craigslist. Have an i7 3770 system with 8 GB RAM and 840 EVO SSD. CPU runs underclocked at 2 GHz, <15% load most of the time. Optimized W10 LTSC boots with 46 processes and 0.8 GB RAM used. Nominal power draw at the wall under 30 watts. Boot time is 16 seconds, two seconds faster that an identically optimized W11 LTSC setup.
Use Rufus portable to strip out the requirement protocol if you must load W11 on an older system. W11 is designed to farm your data to Microsoft. Preloaded W11 from HP will pull ~3.5 GB RAM and load with over 200 processes after boot.
For less than $500 (I've seen them hit $475ish), you can get one of those Apple M4 Mac Minis.
Those come with 256gb/16gb, have a modern processor instead of something that's many generations old, it's actually a SMALL form factor instead of this behemoth, and sips power compared to this fossil fuel burning clunker.

can't believe how little power modern PCs use compared to just five years ago
need to find cheap displayport cables though, this can't use my dual-dvi cables
btw there is a third video port hidden on the motherboard for third monitor but you need a $25 dell adapter
