Pedestal sinks don't have storage. So, putting the rolls inside a water resistant case (if this is, I dunno) makes sense, instead of on top of the tank. Especially if you have floor storage, away from the toilet itself. Also, rolls tend to need stacking in tiny spaces, and if you can't just use an Amazon box, I guess this might help. I dunno
