To play some videos from the phone or tablet to a hotel TV, this would be fine. No one should expect super high quality 4K but for an essentially disposable cable to take on vacation, this is the right price.

That's why I'm buying it. I was staying at one a couple of weeks ago and wished I had one. There wasn't a way to stream or cast to the room's TV. It's the only reason I'd use one so I'm not sure I care about the 30 Hz.

If you're using this with a display under 27 inches, the 30Hz refresh rate will still strain your eyes over time. Definitely noticeable — wouldn't recommend it for daily use.

For a monitor to use for general productivity? Yes, I agree with you.

But as something to watch content? How would you notice and how would it strain your eyes? This isn't resolution we're talking about.
