PWM controllers work by "throwing away" the extra voltage. Since a 12V battery tops out at 14V and the panels give Max power at 21V you are throwing away about 30% of the available power from the panels.

Would that assume though it's hitting 100% power though?
Living in TN I've got a few panels the best I've ever seen was maybe 88% and that's being very specific moving it around where most panels are fixed and will never get close to 100% outside of 1hr a day or so when sun is in a perfect position and you live in Southern FL or somewhere where the solar index is higher.
I might understand it wrong but if your peak % is 80 or so you aren't really losing much.
I believe all flexible panels overheat and stop working after a couple years if glued directly to the roof. I mounted mine on my camper with ultra strong velcro. This gives a little air space to dissipate heat, plus if the go bad, you don't have to rip the paint off your roof. I have a 100w flexible panel on my camper for 3 years and still working well.
