Link said unavailable, so I went to the Manage Payments Method screen and it showed that I had an offer for $10 off $75 with Discover card to use by 7/25. Haven't used that account in a while.

Worked for me. My discover credit card is a little over a year old. It showed error messages but still have me the option to apply 20 bucks off to the order.

Seems like its more linked to the Amazon accounts. You go to the splash page before they even know what discover card you're going to try to add. But yea this thing is toast, used to work all the time on multiple accounts, now it's just dead.
