What are you using a base model iPad for that requires more CPU? I'm honestly curious.

I had adopted my oldest's first iPad (8th gen) when our youngest got a 9th gen specifically because of the default storage differences. That lack of storage and we do a lot of video calls with 2-4 of us trying to be on screen led me to recently upgrade my 8th gen to the current base model. My wife uses her iPad even less than me these days, but does use it. She might not upgrade her 8th gen until it isn't safe to use her yoga or recipe apps.

How does the A16 chip compare to a G99 running Android? Any difference in general snappiness during web surfing and media consumption?

I have an iPad Pro 11" a12x chip. Would this be an upgrade ? It's been slowing down lately. Maybe I just have to reset it and start fresh Before that upgrade I had an air 2

Even though I prefer Android, it's not a comparison. The G99 is weak and old, also likely that the support life and build quality are worse. If you do get that device, it should be far cheaper or it's not worth it. The A16 is comparable to the top tier Snapdragon 8 Gen 2 which is also found on the Tab S9. (you should take a look at that deal too)

it's certainly true that the A16 was introduced a few years ago. But it's actual performance remains excellent, especially at this price point and relative to other similarly priced options.
