If $800 is your hard budget, the 12400F is still a very capable processor in 2025, and the 4060 usually isn't considered great value but at this price it's acceptable. If you're open to building yourself I would personally try my absolute best to expand the budget to $1000 to get a better GPU (the 9060XT can be had for $350 recently when it's in stock and is a noticeably better card than the 4060).
