It's a measurement of how long it takes the ram to do certain things, cl36 is pretty slow as this kind of ram goes. Cl32 or cl30 would be better/faster

For $5.00 more you can get this in 6400MHz. Would that help since it's not in the CL32 range?

Depends on compatibility with the mobo and cpu. Generally 6000mhz ram is better for ryzens because it matches the clock of the cpu.

If you are trying to ask: Can I just get faster ram speed to compensate for high latency, the answer is no. A higher MHz will not fix the issues of a higher latency. You should aim for high speed, low latency.

Not even $25, Amazon has a few name brand 32GB DDR5 CL32 and CL30 sticks for $85 to $87, so like only $8 to $10 more.

If you're only gaming, the speed is not as important as the latency. 6000 is cheap and fast enough for gaming. Just get one with CL30 or lower. The price isn't much higher.
