I've had issue with dwarf 3ft apple tree not growing more than just leaves after several years. I didn't use any fertilizer just ground soil and water it. could this help salvage it?

The outer shell of Osmocote is plastic. Once the fertilizer is released you're left with microplastics.

that specific tree variety is probably not a self pollinating type. so you need some plants/trees nearby it that are for it to be able to fruit.
