But by all intents and purposes, windows is practically free
You missed 1 DP2.0 port in the description. This is a very very good price, IMO. If ACEMAGICIAN still has a profit at this price, then their regular price is too high :-(

They're saying wipe it and/or put another drive in it. Groupon has windows 11 for like $15 or so.

They don't. Chinese mini PCs operate at a VERY low margin. Basically entire exist on the developed supply chain in China. Think it this way. These mini PC builder are even hesitating to hire Chinese workers at $8/hour.
