The 780 igpu is about equivalent to a 1050 ti. It's technically a little slower RAM since it shares it with the CPU but it can allocate up to 16gb. It can handle Cyberpunk at medium in 1080p.
You can say that the 1050 ti is a lower tier older card, but the fact that a super power-effecient integrated GPU can match a dedicated full GPU.
The the Legion Go uses this igpu, so you can't say it's not a gaming pc. But obviously a $300 pc won't compete with a full gaming setup with a $2,000 GPU.

The license is tied to the system. When you reinstall windows via a USB boot drive, it'll pull through and activate.
