Basically leaving from your home airport (JFK in this case), they may weigh your bags and be nice about being overweight, then check it at the gate to your final destination for free (the non hub employees were super chill about this). However in Lisbon I experienced the scales of doom and watched about 80% of people in line get hit with a bag check fee due to being overweight. My friend who was flying with TAP a few weeks later did not see this on their flight connecting through Lisbon. It really does seem like there's a small team that goes around the airport to different flights spot checking luggages and you won't know if you're unlucky until it's too late.
Onboard the flight, the A321 Neo (aircraft from JFK to LIS) is actually quite nice in economy. I really enjoyed the recarro seats that recline really far - slept totally fine on that flight. As for connecting flights in Europe from Lisbon or Porto, the aircraft are designed like a low cost carrier with no recline, limited leg room, minimal padding on the seats, and buy on board for all food/snacks aside from a cup of water.
The food served for meal service is horrible, easily some of the worst airline food I have ever had in my life. This isn't a deal breaker for a good flight deal, but I would personally suggest to eat a meal before your flight and consider to bring some food onboard. The flight crew was also very stingy with beverage service compared to other airlines, giving out small cups only with the meal service and softly denying any refills aside from water.
Personally after flying with them, I'd consider TAP for small trips where I know I don't need any sizable amount of luggage (ie a weekend trip).
TLDR: Factor in risk of paying for your luggage into this deal, don't count on receiving good food onboard, consider bringing a bottle of water or snacks as well.
