The crescent tongue and groove pliers aren't locking. I don't think any tongue and groove pliers are locking.

The Knipex pliers aren't tongue and groove and they are locking. Other companies have copied the Knipex design. The second picture in the OP shows a milwaukee brand with the locking button. I have a set of Irwin pliers with the same function. They were way less expensive than the Knipex and are almost as good. I have a set of the Knipex too. They are still the best.
