If someone hits you you should always read the license plate out loud (more than once if possible) so that the dash cam records your voice and therefore the number. I see a handful of dashcam users who do this and I think it's a great idea and a good to have a backup method of recording the number. Edit: It probably wouldn't hurt for you to say the make, model and color of the vehicle and description of the driver.

I have a Vantrue dash cam and it's really nice. It captures license plates if they aren't too far ahead. I'll also read aloud license plates just in case so the video captures it one way or another.

Even mirrorless cameras at night will struggle.
My VioFo A119 V3 has 1440p and it captures the plate just fine lol.
Or a crime lab with someone who can say "enhance!" a couple times with a furrowed brow.
