Don't buy game key cards!! It's a move to phase out physical games altogether which would kill game collecting as a hobby AND the preservation of games.

Watch out if you go to buy this game used. The SF6 DLC content with this game are included as a one-time use redeemable code so if they redeemed that code, you're buying a core version of the game regardless of what the box says.

Yeah, I was going to say that what's even worse is that the DLC is a code-in-box when Capcom could have tied it to the cartridge instead. And since it's a Game Key Card it's not like storage capacity could in any way be a factor. It's basically a total anti-consumer dick move by Capcom to cripple it on the secondary market.

Generally speaking it is the publisher that is to blame, not the developer though, and that's a distinction that should be drawn whenever they are not one and the same. A lot of times the developers are just people trying to do their job and caught up in a situations that they have no control over because of certain decisions mandated by the publisher. Not always, but that's usually the story.
