Search "1KG Filament" or "1KG (Material you want to see)" then filter it by low to high on Amazon, AliExpress, Temu, or tech stores like Micro Center or Newegg. You can very easily find filament under $10, but you can get ones under $9 or even under $8 sometimes. The best deals come in 4KG or 10KG bundles though. Just a few days ago, we had a $5.33/KG Anycubic 4KG bundle on Amazon. Though, I couldn't post this on Slickdeals since Anycubic is banned from here. There was also one just a week before that, we had a $3.74/KG Inland 4KG bundle at Micro Center.

4KG is way too big for most users I believe, at least for me, since my filament dryer only fits 1kg spools, and why I say best price was also it's one of the easiest filament I've worked with, I got some cheap ones and they are not that great. Lowest I could get was usually $9 per spool, I also prefer Amazon for fast delivery plus free shipping. Micro center and others usually don't have free shipping AliExpress and Temu seems to have similar deal and sometimes even for single spool so I would rather go with Amazon. Anyway, to me it's the best deal when I can get about $8-9 1kg on Amazon for easy buy and returns with free delivery.

Great Transparent PETG, I've used it for my Planters for a while now with no complaints. Just like all PETG, can be very stringy if printed before drying but after drying it looks premium.
