Just a friendly PSA, apparently you can only have a maximum balance of $250 stored on your eShop account. So while you can buy more than 2, you won't be able to redeem the remaining cards until you spend your balance.

No. You have to have a membership. If you want a membership you can usually find a deal for it for like $20 (though if you only intend on getting this deal then kinda pointless)
