I generally don't like to pick things as my best this or that, but if I was forced to pick my all-time favorite film it might be Aguirre. First. saw iI when I ran a foreign film series in college in the early 80s and have seen it several times since; one of the very few films I can watch multiple times. Fittzcaraldo right up there as well.
That said, most of Herzog's films are available to borrow from the Kanopy website, if your local library system gives access to that. On the Kanopy website, it mentions that Roger Ebert picked Aguirre as one of his 10 all-time favorite films.

I first saw Aguirre many moons ago, when art house theaters were still a thing. That was the moment I became a Werner Herzog fan.

have you watched the Les Blank documentary that was filmed during the making of Fitzcaraldo called the Burden of Dreams? It is really interesting.
