I can specify my region but from my understanding Amazon usually runs these deals in several region and with different discounts. I can't check them all (I tried to create more accounts but it looks like Amazon requires phone numbers now for it).
So I can be sure about region of my account but not the others
Mine is MidAtlantic

I've been doing some digging and apparently that's only at a light load. Real-world tests people are getting 20% plus.
