Or are you suggesting because of the rising crime rates? While crime has increased in recent years, I understood that it's still generally low, especially when compared to the US.
I've been to Costa Rica several times and haven't seen or experienced anything related to crime. The worst I've seen are scammers trying to sell parking spaces in Tamarindo and Manuel Antonio. It's anecdotal, sure, but I would bet that's the general experience from visitors. If you're hanging around San Jose you might experience something, but most tourists are not doing that.
